WSL approves referee funding plan with full-time roles targeted for 2029-30
WSL clubs have approved increased investment in officiating, with full-time referee roles targeted for 2029-30, according to the Guardian. An earlier transition has not been ruled out.

Women’s Super League clubs have approved a funding increase for match officials, with a plan to move to full-time referees for the 2029-30 season, according to the Guardian. The report says the investment was agreed at the latest WSL Football board meeting, although those involved have not ruled out bringing the transition forward.

The additional money is expected to support officials’ education, performance analysis and physical preparation. Under the reported timetable, referees would be employed by Pro Ref, the organisation previously known as PGMOL that oversees officials in English professional football. The agreement therefore combines spending on development with a target season for full-time employment, rather than an immediate change in employment arrangements.

The Guardian reported that clubs from the WSL and WSL 2 were briefed on the three-year funding programme at an all-club meeting this month. Those clubs are WSL Football’s principal shareholders. Sources described a mixed initial reaction, with some wanting full-time officiating introduced sooner, before the proposal was put to a vote and approved. No earlier start date was confirmed in the report.

One unnamed senior WSL executive welcomed having a defined timetable but expressed disappointment that the change remained three seasons away. Another senior club source supported the commitment to training and education. According to the newspaper, discussions considered both the desire to make refereeing full-time quickly and the work needed to improve standards and support for officials. Many current WSL officials also have other jobs, either full-time or part-time.

The funding arrangement reportedly followed extensive talks involving WSL Football, the Football Association and Pro Ref. Pressure for professional refereeing has increased since WSL players became full-time in 2018-19, and since the independent WSL Football took responsibility for the top two divisions in 2024. The league has previously expressed an intention to introduce full-time officials; the Guardian described this as the first agreed timetable.

The WSL also gained a place on the Pro Ref board this season following the organisation’s launch in the summer. That representation gives the league a role in decisions alongside the Premier League and EFL. For now, the reported agreement sets out a funded transition towards 2029-30, while leaving open the possibility of an earlier move.
