WSL Faces Compliance Challenge with FIFA New Female Coaching Requirements
Only three Women Super League teams currently meet FIFA landmark policy requiring female coaches on technical staff.

The Women Super League confronts significant adjustments to comply with FIFA groundbreaking new policy mandating female representation on coaching staffs, with current analysis revealing only three teams would meet the international governing body requirements.

FIFA landmark ruling stipulates that at least two staff members on the bench during matches must be women, with one serving in either an assistant or head coach capacity. The regulations apply to international football and FIFA club competitions, beginning with this year under-17s and under-20s Women World Cup and Women Champions Cup tournaments.

Currently, the WSL features just four female head coaches among its twelve clubs: Natalia Arroyo at Aston Villa, Arsenal Renee Slegers, Chelsea Sonia Bompastor, and Rita Guarino at West Ham. BBC research indicates only one-third of WSL managers are female, while two clubs appear to lack any female head coaches or assistant coaches entirely.

To give equal opportunity, sometimes you need to inject, explained Arsenal manager Slegers. I am very proud to be part of Arsenal where there are so many women working at a really high level.

The policy aims to accelerate female representation in coaching roles across global football, addressing persistent gender imbalances in technical leadership positions. Among the world top ten national teams, six would already comply with FIFA requirements, though only four employ female head coaches.

Aston Villa manager Arroyo acknowledged the complexity surrounding the mandate while supporting efforts to increase opportunities. I appreciate that the organisations that can dictate what future we are building are making decisions that help women to get more opportunities, she stated. Let us see how it works.

The WSL maintains that expanding female coaching representation remains a priority, emphasizing their thoughtful approach developed in conjunction with the Football Association. The league highlights existing initiatives including the Coaching Initiative, mentoring programs, and an elite female coaching programme designed to improve access for women seeking top-level positions.

Manchester United manager Marc Skinner welcomed FIFA move while emphasizing the importance of proper development pathways. It has got to be at the right experience level and exposure so that those people do not fail, he cautioned. They will learn more from their failures, but I think it is about opportunity as well as them being ready.

Skinner stressed that emerging coaches need adequate time and support systems to develop their skills effectively. With the players coming out of the game now, with the experiences they have had, there will be a rich vein of coaches coming through, he observed, referencing the professionalization of women football creating a larger pool of potential coaching candidates.

The transition from playing to coaching presents unique challenges that require comprehensive preparation beyond tactical knowledge. Leicester manager Rick Passmoor emphasized the holistic nature of coaching responsibilities, noting that on-field duties represent only twenty percent of the role, with the remainder involving extensive behind-the-scenes work.

We need to make sure anybody - player or coach - gets experience on and off the pitch, Passmoor explained. On the pitch is 20 percent of the job; the rest is the 60 to 70-hour week.

Arroyo echoed these sentiments, comparing coaching to teaching in terms of skill transmission requirements. It is like being a teacher. It is not only about knowing the things that you are teaching - it is about knowing how to teach, she noted.

Player perspectives on the policy reveal nuanced views about coaching gender dynamics. England goalkeeper Ellie Roebuck, who works under female coaches with both country and club, emphasized qualifications over gender considerations. It is upskilling to make sure that we can develop female coaches so that they are in the best possible position to be the best possible candidate for the job, she explained.

Roebuck stressed that coaching effectiveness transcends gender boundaries, noting equal relationship-building capabilities with both male and female coaches throughout her career. The majority of the goalkeeping coaches I have had have been male, and I find it easy enough to build equal relationships with both, she reflected.

The implementation timeline provides opportunities for gradual adaptation rather than immediate wholesale changes, allowing leagues and clubs to develop sustainable pathways for emerging female coaches while maintaining competitive standards.
