WRU Chief Debunks Chair Ouster Claims as Wales Rugby Faces Uncertain Future
The Welsh Rugby Union's chief executive has put to rest speculation that Richard Collier-Keywood was pushed out of his role as chairman, insisting the departing leader chose to leave of his own accord.
Collier-Keywood, who took over the WRU chairmanship in 2023, announced in March that he would step down in June upon completing his initial three-year term. His departure came against a backdrop of mounting pressure, including a planned vote of no-confidence that was due to be tabled at an extraordinary general meeting held earlier this week. The motion was withdrawn once the news of his exit broke, though the EGM itself still proceeded.
Reports had suggested the 64-year-old barrister was forced out by the governing body's board. When asked directly whether that was the case, Tierney was unambiguous: no, it was not.
She expressed respect for what she called his personal decision, noting that Collier-Keywood felt positive about the timing of his departure. Having served three years, Tierney said she believes he accomplished a great deal in that period. She was particularly blunt about her personal gratitude, explaining that Collier-Keywood had taken on additional responsibilities when she was forced to step away temporarily last year as she underwent treatment for cancer. She said nobody saw more clearly the effort and commitment he put in during those difficult months.
The focus now shifts to who leads the WRU into its next chapter. Recruitment for Collier-Keywood's successor will begin in May with external consultant support. One of the most contentious issues awaiting the new chair is the governing body's plan to reduce the number of professional men's teams from four to three — a policy that has drawn fierce criticism from fans and political figures alike.
Tierney declined to say whether the incoming chairman would be required to endorse that three-team model, describing it as a future board decision. She was clear, however, that the proposal to cut to three teams was a unanimous board decision — and not one driven by Collier-Keywood. Anyone stepping into the role, she said, would need to understand how the board operates and be prepared for robust discussions if they preferred a different direction.
The financial picture adds urgency to the debate. The WRU is currently six million pounds short of its projected ticket sales for the 2025 Autumn Nations Series and the 2026 Six Nations. Tierney argued that maintaining the status quo of four uncompetitive teams risks losing benefactors, declining attendances, and player interest over time. The board believes cutting to three is essential for creating sustainable, competitive units capable of attracting investment.
The uncertainty extends to the clubs themselves. Of the 284 clubs and districts eligible, 124 attended the EGM in person or online. Fifty clubs had originally called for the meeting, primarily from Central Glamorgan Rugby Union. The EGM became an open forum rather than a formal vote after the motions were dropped, with the WRU presenting its plans before a question-and-answer session.
Tierney argued the union retains club support, pointing out that the EGM sponsors represented a relatively narrow base. Most clubs, she said, had contacted the union directly to express backing. Still, major questions remain unanswered — particularly around the future of Ospreys and Scarlets, both of whose futures hang in the balance as the restructuring process grinds on.
One immediate issue is the proposed takeover of Cardiff by Y11 Sport and Media, which the WRU has backed. The exclusivity period for that deal expires on 22 April, just two days before Cardiff and Ospreys are due to face each other in league action. Tierney said she expected a decision by that date but refused to speculate on whether the deal had stalled. Separately, Scarlets has launched legal action over the proposed Cardiff takeover, with both sides keeping details of the case private.
