Manchester City enlist Mark Howard KC for financial-rules appeal
Manchester City have brought in Mark Howard KC to advise on their appeal against the Premier League financial-rules ruling, BBC Sport reports. The club denies the accusations and says the decision contains material errors.

Manchester City have brought in Mark Howard KC to advise on their appeal against the ruling that they breached the Premier League's financial rules, according to BBC Sport. Etihad Airways, a principal sponsor involved in the case, has separately engaged law firm Quinn Emanuel as the club challenges the commission's findings.

Watch the highlights:

BBC Sport reported that City were found guilty of all charges concerning breaches of financial rules between the 2009-10 and 2017-18 seasons, including arrangements that inflated sponsorship deals by £830m. City deny the accusations and maintain that they have evidence showing material errors of law, principle and fact in the ruling. Their appeal remains unresolved.

The club's case includes its contention that disputed payments came from the United Arab Emirates government in its capacity as a shareholder of the sponsors, rather than being additional funding from City's owners. City also argue that the commission's judgment contains inconsistencies. According to the BBC report, the club says government documents support its position on the origin of the money.

Etihad has also challenged how its role was handled. In a statement issued shortly before City's appeal was confirmed, the airline said the Premier League had not given it an opportunity to be represented or provide relevant information. BBC Sport noted that Etihad had previously stated, in documents connected with a 2015 investigation in New York, that the Abu Dhabi government had not paid for its City sponsorship. City say that material lacks the full context.

James Severn, a partner at Penningtons Manches Cooper, told BBC Sport that an appeal is not simply a fresh opportunity to seek a different verdict. He said City would need to establish a material error or serious procedural unfairness that affected the decision. He also cautioned that Etihad's complaint alone does not establish an unfair process, distinguishing the airline's position from that of the club facing the proceedings.

The timetable does not yet provide certainty about a final resolution. BBC Sport reported that league regulations require an appeal to be heard within 12 weeks, placing that deadline at Christmas Eve. Severn said the scale and complexity of the case could mean the eventual outcome takes longer to become known.
