Manchester City confirm financial-rules appeal as FA considers response
Manchester City say they have lodged an appeal against the independent commission’s financial-rules findings. The FA is considering the implications, while the timetable for resolving the appeal remains uncertain.

Manchester City have confirmed they are appealing against an independent commission's findings that the club breached Premier League financial regulations. BBC Sport reported on 2 October that City said they had lodged their challenge on Thursday evening, disputing the ruling and maintaining their innocence. The case remains ongoing, with no certainty over how long the appeal will take.

Watch the highlights:

City's statement argued that the commission had made errors involving law, principle and fact. The club also said it had submitted evidence supporting its position. The findings, announced on Tuesday, concerned breaches between the 2009-10 and 2017-18 seasons. The appeal means City are formally challenging the commission's conclusions rather than accepting the outcome of the proceedings.

The Football Association said on Friday that it was considering the decision and its implications for the integrity of football. According to the BBC report, the governing body said it would take action where appropriate and continue monitoring developments, but would not comment further while proceedings between City and the Premier League continued. That statement did not announce a separate investigation or any additional punishment.

The commission found that commercial arrangements had been used to conceal more than £830 million in funding. BBC Sport reported that sources expected City's appeal to argue that important sponsorship agreements had been financed by the Abu Dhabi government rather than the club's owners. That remains an account of the anticipated appeal argument, not a finding that the commission's conclusions have been overturned.

The BBC also reported that Etihad Airways rejected suggestions that it had participated in improper commercial arrangements and was considering legal action against the Premier League. Its earlier statements to the United States government in 2015 said its Manchester City sponsorship had been funded from its own liquidity, rather than paid for by the Abu Dhabi government.

A new independent panel of three legal specialists will hear the appeal in private, according to the BBC's explanation of the process. Although league regulations contain time limits for hearings and decisions, those provisions can be set aside when necessary. The report said precedent suggested sanctions would follow an appeal decision, but stressed that this was not guaranteed; any eventual punishment could also be subject to a further appeal.
