BBC Sport reports that Manchester City could retain routes into Europe even if domestic sanctions lead to relegation. The club's appeal and any potential European action remain unresolved.

Manchester City's route into next season's Champions League could remain open even if the club are relegated over financial-rule breaches, BBC Sport has reported. Senior figures in English football have raised concerns because winning this season's competition would offer City qualification as holders, independently of their position in the domestic league system.

The issue arises while City's case remains subject to appeal and a punishment has yet to be determined. According to the BBC, an independent commission found the club guilty of inflating sponsorship income and concealing expenses. City strongly deny wrongdoing and lodged an appeal against the verdict last week. A hearing to decide sanctions has not yet been scheduled.

BBC Sport reported that there is no automatic provision barring City from a European competition for which they qualify through results. A domestic points deduction could prevent qualification through the Premier League table without necessarily closing other routes. Winning the FA Cup or Carabao Cup could also provide entry into the Europa League or Conference League respectively.

European participation also requires a Uefa licence. The Football Association issues those licences, with administration delegated to the Premier League. The BBC said the assessment uses current information rather than sanctions for historical breaches, and a club meeting every minimum admission requirement cannot be refused a licence. Potential obstacles include overdue payments to clubs or players and outstanding tax liabilities.

Uefa could pursue a separate disciplinary case, the report said, but that possibility does not amount to a decision to exclude City. The age of the offences creates uncertainty over any such action. The BBC reported that possible outcomes are likely to be discussed by Uefa's administration and its club financial control body while the Premier League process continues.

There is also uncertainty over timing. New Premier League rules introduced during the summer set deadlines for disciplinary proceedings and appeals, but the BBC said it had not been confirmed whether those provisions apply to City's case. For now, neither the eventual domestic punishment nor its consequences for European participation have been settled. The concerns described in the report relate to possible qualification scenarios, not an awarded place in next season's competitions.
