World Aquatics Lifts Russia Ban, Allowing Athletes to Compete Under Own Flag
World Aquatics has reversed its policy barring Russian and Belarusian athletes, allowing them to compete under their own flag and anthem for the first time since the 2022 invasion of Ukraine, sparking outrage among Ukrainian athletes and officials.

World Aquatics, the governing body for international swimming, diving, and water polo, has approved the return of Russian and Belarusian athletes to competition under their own national flag and anthem, a dramatic policy reversal that marks the first time such athletes have competed without neutral status restrictions since Russia's invasion of Ukraine in February 2022.

The decision, confirmed by World Aquatics president Husain al-Musallam, immediately drew sharp criticism from Ukrainian athletes and officials who called the move unacceptable and disgraceful. The ruling clears the way for Russian swimmers to participate in world and European events without the vetting process and neutral status requirements that have been in place for the past four years.

Vladyslav Heraskevych, Ukraine's skeleton world champion who gained international attention after being disqualified from the Winter Olympics for wearing a commemorative helmet, was among the most vocal critics. World Aquatics claims it can keep the conflict away from pools and competition venues, Heraskevych told the Guardian. But of course, this does not apply to Ukrainian sports facilities and pools, which are constantly being struck by Russian missiles. It does not apply to Ukrainian athletes, who are also dying in the war unleashed by Russia.

Heraskevych also pointed to the participation of Russian athletes in pro-war events, citing the example of Evgeny Rylov, who appeared at a Putin-aligned rally at Moscow's Luzhniki Stadium in 2022 wearing a Z symbol, commonly used to promote Russia's military invasion. With this decision to restore Russian flags and anthem, World Aquatics is providing their competition platforms for the spread of Russian propaganda, propaganda that is killing us, Heraskevych said.

Russia welcomed the decision enthusiastically. Dmitry Mazepin, head of the Russian Aquatics Federation, said the ruling would be embraced by athletes who had long considered competing as neutrals without their anthem an insult to their national identity.

The World Aquatics ruling arrives on the same day Ukraine's water polo players boycotted a World Cup match against a Russian team competing under neutral status, the first time a Russian team had participated in an international team sport competition since the 2022 invasion.

The decision adds further momentum to Russia's campaign for readmission to the Olympic movement ahead of the Los Angeles 2028 Games, following judo's similar reversal of its ban last year. The International Olympic Committee is now under increased pressure as attention turns to whether it will follow suit and lift restrictions on Russian athletes competing under their own flag at future Olympic events.
